Prof. George POPPER (HUN) – President of IBSSA expressed his gratitude to everyone for their continuous support and attendance at this significant event, with special thanks to Mr. Krisztian ZERKOWITZ for hosting the Congress and also to Mr. Samuel GAUTIER (BEL) and the team of RAP Security for the great help and support.

The President asked Dr. Rony KLUGER (ISR) – General Secretary of IBSSA for Roll Call. It was announced, after having the roll call country-by-country and delegate-by-delegate, that according to the list of participants 60 delegates were present at the Congress, representing hundreds of security experts and workers from 30 countries of 4 Continents.

After the administrative formalities Mr. Krisztian ZERKOWITZ (BEL) – host of this Congress welcomed all delegates, representatives, observers, honorary guests and wholeheartedly greeted Prof. George POPPER (HUN) – President of IBSSA.

The President of IBSSA gave a short report about the Congress itself, that the first part would be an internal meeting, while the afternoon’s General Assembly is open for all guests and representatives of the press. Prof. Popper welcomed His Most Eminent Highness Prince José COSMELLI (POR) – Patron of IBSSA and asked him to hold his welcoming speech. 


H.M.E.H. Prince José COSMELLI expressed his pleasure and honour to be the Patron of IBSSA, but this also means – for all of us, who have high ranks and titles – certain obligations, missions to execute, and common tasks to realise! “We are needed now more than ever! In our world there is much to do, to help, to secure and to support.” – said Prince José.

Following the welcoming speeches Prof. George POPPER – President of IBSSA announced that Ministers, high-ranking leaders, government officials, VIPs and IBSSA representatives sent greetings and good wishes for the event, such as:

  • Dr. Eric van de WALL (NED) – Chairman of the Board of Directors is absent because his wife is very ill
  • Dr. Fritz WENDLAND (GER) – Honorary Founding Member, President of World Karate Confederation is in North-Korea
  • Dr. Marko NICOVIC (SRB) – Vice President of IBSSA, Country Representative for Serbia is in Panama for DEA action
  • Dr. Jerry L. BRUMLEY (USA) – Vice President of IBSSA, President of International Security Agency - ISA
  • Dr. Constantin BUZATU (ROM) – Vice President of IBSSA, Country Representative for Romania is busy with business
  • Prof. Albert IGNATENKO (RUS) – Honorary Member of IBSSA
  • Dr. Sam A. CABRAL (USA) – International President of IUPA (International Union of Police Associations) and also numerous regional and country representatives, chairmen of IBSSA departments sent their written reports and greetings, which can be found at our Website: www.ibssa.org

After welcoming and introducing a special guest: Lt.-colonel Zoltán NÉMETH, representative of EFUS – European Forum for Urban Safety and also his colleague Col. Zoltán VEKERDI (NATO Logistic Division) – Prof. George POPPER, Chairman of the Congress gave a short report on the activities and results of IBSSA since the last Congress. He informed the participants that all congress related materials, significant documents and previous reports on IBSSA were uploaded to our Website and were also distributed worldwide (Detektor Plusz Magazine, Martial Arts Magazine, Serbian BG Magazine).

The new Official Magazine of IBSSA for the year 2009 – which consists of 64 pages of colourful and professional articles from numerous member countries – can already be found and downloaded at our Website!

A milestone and great success of IBSSA is the starting activities of new countries such as Cambodia and Malaysia, thanks to the effective work of Mr. Tamás MAGYAR – International Coordinator of IBSSA for South-East Asia.

Prior to the main lines and reports of the Congress Agenda, Prof. Popper called upon Mr. Bogdan VUKOSAVLJEVIC (SVN) – Chairman of the IBSSA Executive Committee to present a brief report on behalf of the Committee and give information about the Open Board of Directors and Executive Committee meeting, which was held the previous day.

Prof. George POPPER – Chairman of the Congress reported shortly about the economical crisis – which effects us too, the bankruptcy of several security corporates, the difficult financial situation of IBSSA, when we still must survive and live from less money however our tasks and activities are increasing. The President of IBSSA gave information about a new method of paying the membership fees: E-billing, when official invoice will be automatically sent out to all members and the fees can be transferred directly to the bank account of IBSSA via Internet.

Prof. Popper also called Dr. Olivér RÓZSA (USA) – Member of the Audit Committee to provide official information on the pecuniary situation of the association. The Auditing Committee consisting of 3 people proposed to reduce the budget of IBSSA with 30.000.- EUR for the forthcoming year.

Dr. Rony KLUGER – General Secretary of IBSSA, President of IBSSA – ISF reported about the activities of the International Sport Federation, when new countries are joining again, new events are being organised worldwide, and more and more countries increase their activities.

Then Prof. George POPPER asked the Congress to approve the above reports. The Congress unanimously adopted all the reports including the report of the President, the General Secretary, the Executive Committee Chairman as well as the financial reports.

Next the President of IBSSA provided information on Appointments to several positions, which were approved by the Congress.

Chairman of the Executive Committee for 1 year (2009 – 2010): Dr. Zeev GEFFEN (Israel)

The previous EC Chairman – Mr. Bogdan VUKOSAVLJEVIC (Slovenia) will remain Vice-Chairman of the Executive Committee and also becomes member of the Advisory Board.

Last year the Board of Directors reviewed the activities of IBSSA leaders in different fields and made changes wherever it was necessary. Thus, the former head of the Diplomatic Department was discharged, and dr. István FODROS – the Honorary Consul to the Democratic Republic of Sao Tomé and Príncipe was appointed for this position in the rank of ambassador.
So IBSSA is proud to announce that the following 2 high-ranking personalities of IBSSA were appointed by the Board of Directors to the positions of:
Chairman of Diplomatic Department: Amb. Dr. István FODROS
Chairman of Traffic Safety Department: Gen. dr. Zoltán SCHVÁB

Prof. George POPPER – President of IBSSA provided short information on numerous events of IBSSA for the year 2009 – 2010 and called the respective speakers to give detailed report about these programs. Some main events:

• The Cambodian - Malaysian delegation offered to organise the 15th Congress of IBSSA in Phnom Penh / CAMBODIA in November 2010 (Candidate’s information – ANNEX 10)

• Ball for Bodyguards and Knights will be organised in Budapest / Hungary on the 7th November 2009

• VIII. "SEC-tember" International Special Security Training Seminar in Hungary between 8 – 12 September 2009

• 1st Bodyguard World Challenge will be held in Phoenix, Arizona / USA in November 2011

The President of IBSSA called upon Lt.-colonel Zoltán NÉMETH, representative of EFUS, to give a brief introduction about the active work of the European Forum for Urban Safety, the security issues in cities. Lt.-col. Németh also forwarded the greetings of H.E. Dr.h.c. Béla DANIELISZ – Vice President of EFUS, who could not be present at the IBSSA Congress due to his other engagements, but wished good work and much success for our event.

Mr. Tamás MAGYAR – International Coordinator of IBSSA for South-East Asia reported shortly about the proposal of “IBSSA Cambodia” to gain permission to organise the 15th Congress of IBSSA in Phnom Penh / CAMBODIA in November 2010. They plan to hold a special “Tropical Congress” in the Hotel Cambodiana together with a Security and Safety Exhibition, a Special Tropical Bodyguard Training seminar at APSTA (Asian Professional Security Training Academy), a Cambodian Bokator Ancient Martial Art Show and some extra days sightseeing tours.

Main Supporters of the 15th IBSSA Congress would be:

- Cambodian Ministry of Tourism, Cambodian Ministry of Commerce, Cambodian Martial Art Committee, Cambodian Bokator Federation,

The proposal was approved by the Congress, however taking into consideration that previous candidates, such as Italy and Slovakia will get permission to organise the IBSSA Congress in 2011 or later!
Looking forward to meeting all members in Cambodia in November 2010!

Mr. Bogdan VUKOSAVLJEVIC – International Coordinator of IBSSA for Balkan Region gave short information about the 2nd Balkan Region Conference, which will take place in Banja Luka between 23 – 24 October 2009.

Prof. George POPPER – President of IBSSA announced that the 8th “SEC-tember” International Special Security Training Seminar will be organised in Budapest, Hungary between 8 – 12 September 2009 with the participation of numerous Master Teachers and Instructors of IBSSA from 10 countries and around 40 participants from 13 countries. During the Congress it was proposed and agreed that next year the SEC-tember training should take place a bit later, or even in the last weeks of September. Therefore the Organising Committee of SEC-tember plan to hold the 9th “SEC-tember” International Special Security Training Seminar between 20 – 25 September 2010.

General Assembly

After the lunch brake at 3 P.M. the Opening of the General Assembly of the 14th Congress of IBSSA started, it was open for all guests, observers and the press.

The Chairman of the Congress – Prof. George POPPER welcomed everybody, especially His Highness Raja Sulong Hizahar Bin Raja Bazian (from Selangor), and gave a short briefing about the first, official part of the Congress for the new guests, and summarised the forthcoming programs, events, conferences of IBSSA.

• 2nd Balkan Region Conference in Banja Luka between 23 – 24 October 2009

• Ball for Bodyguards and Knights in Budapest / Hungary on the 7th November 2009

• IX. "SEC-tember" International Special Security Training Seminar in Hungary between 20 – 25 September 2010

• 15th Congress of IBSSA in Phnom Penh / CAMBODIA in November 2010

Mr. Tamás MAGYAR – International Coordinator of IBSSA for South-East Asia held an exciting presentation about the activities of IBSSA Cambodia, and also showed numerous interesting pictures and videos about the country itself and also about the surrounding countries, such as Malaysia, Indonesia, Thailand, Vietnam.

Dr. Frank PHILIPOOM – Country Representative of IBSSA for Netherlands brought a thick book, which consists of 160 pages about their work and different events throughout the year.

Prof. George POPPER – Chairman of the Congress announced the next program, the AWARD CEREMONY. IBSSA Membership Certificates, Appointment Diplomas, IBSSA Decorations, Awards and plaques were handed over to the following people for their professional work:

For his continuous outstanding services, professional work and kind assistance to IBSSA Mr. Krisztian ZERKOWITZ (BEL) – Country Representative of IBSSA for Belgium, Chief Organiser of the 14th Congress received a plaque of recognition and a certificate of acknowledgement. 


After all the reports and the award ceremony Prof. George POPPER officially closed the Congress and expressed his special thanks to the Organising Committee as well as to the supporters and patrons of this significant and extremely successful event.
