Report on the XIII. “SEC-tember” Intl. Special Security Advanced Training on EP between 1-5 September 2014

The XIII. “SEC-tember” – the most successful professional training of IBSSA – took place this year between 1 – 5 September 2014 in Budapest, Hungary.

In accordance with the previous years' traditions the Educational, Training and Science Organisational Directorate of the Ministry of Interior (BM-OKTF) and the Adyliget Law Enforcement School (ARSZKI) hosted and supported again our international special security advanced training seminar, and this year again we had “psychological training on measure” at the Tactical House of the International Training Centre – Ministry of Interior (BM-NOK) – the so called FBI Academy.

 

Despite the fact that the very first week of September was not suitable for many people because of the “starting school” time for children, it was quite clear that the group – arriving for the traditional special training – would be an extremely special one. Some of the applicants are working at the law enforcement agencies in their home countries, yet it was important for them to improve their knowledge through various professional trainings.
 
 

As Chairman of the Organising Committee for the 13th time, Miss Erika MACSÁRI – Chief of the Central Administration Office of IBSSA, took her usual place at the “SEC-tember” event by welcoming all participants, VIP guests and Master Teachers, Instructors. The following attendants arrived to the Opening Ceremony on the 1st September 2014:
- Hungarian Police Officers from the Law Enforcement Academy
- Italian Police Officer (Carabinieri) - Bosnian Police and Security Officers
- Slovakian Security Officer
- Security Directors, CPOs, Security Agents from Hungary
Precisely 14 students (mostly IBSSA members) from 4 countries registered to the training course. Different nationalities, but only one language that of the professional bodyguard.

Of course, the names of the Master Teachers, Instructors and Police Officers were again a guarantee for the expected high quality training, as the beginners and advanced level participants could learn by close observation from such respected and recognised masters, as:

  • Mr. Zsolt PIPICZ – Master Teacher of Executive Protection, professional CPO
  • Mr. József VÉGH – Criminal psychologist, hostage negotiator, Instructor at the Tactical House of the FBI Academy
  • Mr. Zsolt KERESZTESI – Instructor of Combat Shooting, Director of the Central European Bodyguard Academy (CEBA)
  • Mr. Sándor SINKOVICS – Instructor of SYSTEMA Russian Martial Art HUNGARIA
  • Mr. Attila KOTLÁR – Instructor of Self-Defence
  • Mr. János HÜLBER – Teacher of Combat Shooting and Self Defence


On the 1st September, during the official opening ceremony, the President of IBSSA, Prof. George POPPER welcomed the participants, introduced the teaching staff, and welcomed our honorary guests. The IBSSA President explained that the training could not have taken place without the selfless and continuous support of some active IBSSA members. Furthermore the assistance of the Educational, Training and Science Organisational Directorate of the Ministry of the Interior – that have been in close cooperation with IBSSA for many years now – together with the dedicated work and constant support of its head director, Dr. Valér DÁNOS ret. police major-general, and its Deputy-Director, Mr. Ernő KRAUZER police colonel also contributes much to the success and international recognition of IBSSA!

The organisers of the 13th “SEC-tember” set-up such a special program this year for the purpose of ensuring the highest education for the participants working in security that – besides the overall executive protection, risk analysis, escorting techniques, practical shooting, and security self-defence – they placed emphasis on live practices for security assignment for the teams and also focused on communication.

  

   

   

   

 

After the professional programs and lectures, and according to the decision of the Shooting Department of the IBSSA Hungarian Section the 4th “Col. István MACSÁRI” Memorial Shooting Cup was organised on Friday, the 5th of September.
Mr. István MACSÁRI – ret. police colonel was the Deputy Director of the Educational, Training and Science Organisational Directorate of the Ministry of Interior (BM-OKTF), and also Patronising Member of the IBSSA since its establishment (always supporting and assisting our SEC-tember trainings and other IBSSA events). He passed away unexpectedly on the 23rd October 2010, at the age of 61.
With this Shooting Cup – which is organised every year since 2011 – the instructors, colleagues and friends wished to commemorate his admirable personalty, professional calling and expertise, and also his privileged friendship and brotherliness.


On the 5th September 2014 at 18.00 o'clock all the hard effort of both students and teachers were brought to an end during the official closing reception.
The Organising Committee of the “SEC-tember” organised the Closing Ceremony and Sayonara Party of the training seminar at the Hotel President – the 5-star Security Hotel, donated and recognised by IBSSA.

During this Award Ceremony – according to “SEC-tember” tradition – all attendants were handed over the IBSSA Certificate of Participation, and then participants with exceptional skills or demonstrated expertise were remunerated with the official IBSSA awards of the training.

The “SEC-tember” training seminar allows for individual members of IBSSA, who are senior candidates to evolve as well. On Friday afternoon (5th September) the following student achieved professional IBSSA qualification and recognition after passing the exam while testing his knowledge and skills:
