Minutes of the 10th Congress of IBSSA 19th March 2005, Zlin / CZECH REPUBLIC

Prof. George POPPER, GCKM (HUN) – as President of the IBSSA welcomed all delegates, observers, guests, and asked Dr. Rony KLUGER (ISR) – General Secretary of IBSSA for Roll Call.

Dr. Rony KLUGER announced, that it was not necessary to have the roll call country by country and delegate by delegate as majority of the attendees knew each other and according to the list of participants 70 delegates were present at the Congress, representing thousands of security experts and workers from 4 continents, 30 countries and 15 international federations.

The President of IBSSA requested all attendees of the Congress to stand up and salute to the incoming flags of the Czech Republic and of the IBSSA.

After the administrative formalities and the salutation the Congress unanimously adopted the following proposals:

After the voting Dr. Alexandr CACH, KCM – Country Representative of IBSSA for Czech Republic and host of this year’s Congress welcomed all participants and wished great success for everyone.

Prof. George POPPER, GCKM (HUN) – President of IBSSA announced that Patrons, high-ranking leaders and officials, VIP's and IBSSA representatives were sending greetings and good wishes for the event. Just to mention some of them:

• H.R.H. Prince Michael James Alexander STEWART OF ALBANY (SCO) – Honorary President of IBSSA (Greeting letter is enclosed – ANNEX 12)
• His Beatitude Dom Lorenzo O.S.B. (ESP) – Regent of the “Sovereign Order of Saint John of Jerusalem, Knights of Malta, F.A.P.” and Honorary Member of IBSSA (Greeting letter is enclosed – ANNEX 11)
• Reverend Philip J. CASCIA (USA) – Honorary Vice President of IBSSA for the American Continent (Greeting letter is enclosed – ANNEX 9)
• Mr. Stephen CHEE (SIN) – Vice President of IBSSA (Greeting letter is enclosed – ANNEX 13)
• Dr. Fritz WENDLAND (GER) – Honorary Founding Member, President of World Karate Confederation (WKC)
• Dr. Marko NICOVIC (YUG) – Vice President of IBSSA, 43rd President of the International Narcotic Enforcement Officers Association (INEOA) in 2004

The President requested Dr. Eric Van de WALL – Chairman of the Congress to take over the chairmanship. Dr. Eric Van de WALL expressed his thanks for the confidence and honour of having this position and greeted all delegates, knights, counts and all VIPs, especially the host of the Congress, Dr. Alexandr CACH.

After the welcoming speeches and reports Prof. George POPPER – President of IBSSA officially opened the 10th Congress of IBSSA. He expressed his thanks to everybody for the continuous support and help during the past years. The President gave a brief report on behalf of the Board of Directors on the occasion of the 10th Anniversary of IBSSA. He informed the participants that all congress related materials had already been distributed (Internet, CD, Sportivo Magazine, Detektor Plusz) and it is great to have the 10 years’ Official Publication of IBSSA printed. Prof. George POPPER also reported about the plans, budget for the future and roughed out the financial situation of IBSSA. (Profit and Loss Statement, Balance sheet with explanation – ANNEX 4) (Budget of 2006 – ANNEX 6) (Audit report – ANNEX 5)

The Chairman of the Congress called Dr. Rony KLUGER – General Secretary of IBSSA to give a short report on the activities of IBSSA International Sport Federation (ISF). (Report is enclosed – ANNEX 2)

Dr. Eric Van de WALL called Dr. Levente GYENES (HUN) – Chairman of the EC of IBSSA to give a brief report on behalf of the Executive Committee. (Report is enclosed – ANNEX 3)

Then the Chairman of the Congress asked all IBSSA members to approve the Report of the President, which includes everything since the last congress, and also the Budget for 2006. The Congress unanimously adopted the related documents and report, and the Budget for 2006 as well.

Before the coffee break, Prof. José Manuel Costa da Veiga COSMELLI – International Coordinator of IBSSA for Portuguese Speaking Countries reported shortly about the security situation in these countries. (Report is enclosed – ANNEX 14)

After the 20 minutes break Dr. Eric Van de WALL – Chairman of the Congress provided information on Appointments and made the proposal to several positions. The Congress unanimously elected these members to the proposed positions.

• Honorary Member Dr. Chief Quaestor Anghel ANDREESCU (ROM) – Secretary of State
• Chairman of the EC Dr. Constantin BUZATU (ROM) – Country Representative of IBSSA for Romania

Dr. Eric Van de WALL passed the chairmanship to Prof. George POPPER – President of IBSSA, who provided short information on numerous events of the association for the years 2005 – 2006 and called the respective speakers to give detailed report about these programs. Some main events:

• 11th Congress of IBSSA (summer of 2006 in Las Vegas, Florida or New York / USA)
• IBSSA 4th World Martial Arts Championships and Festival during the 11th Congress in the USA
• 12th Congress of IBSSA (in 2007 – Belgrade / SERBIA AND MONTENEGRO runs for the organisation of the event)
• 13th Congress of IBSSA (in 2008 – ITALY)
• 14th Congress of IBSSA (in 2009 – Arad / ROMANIA)
• IV. "SEC-tember" International Special Security Training Course in Hungary between 12 – 17 September 2005
• Bodyguard Ball will be organised in Budapest / HUNGARY on the 31st December 2005

After the lunch break and Department Meetings at 3 P.M. the Opening of the General Assembly of the 10th Congress of IBSSA started, it was open for all guests, observers and the press.

Dr. Eric Van de WALL requested Prof. José Manuel Costa da Veiga COSMELLI to take over the chairmanship. The new Chairman of the Congress held a briefing and called upon Dr. Alexandr CACH – Country Representative of IBSSA for Czech Republic and host of the Congress to give thorough information about the activities of IBSSA CZ. It was very interesting to see all the films, photos on DVD about the past activities, present situation and future plans of IBSSA CZ, GRADDO Company, GMXCHANGE, PRAGOKONCERT and other supporters of IBSSA.

Prof. José Manuel Costa da Veiga COSMELLI – Chairman of the Congress announced the next program, the Award Ceremony and asked Prof. George POPPER – President of IBSSA to hand over the diplomas and plaques of IBSSA awards.

On the occasion of the 10th Congress of IBSSA the following people were given commemorative IBSSA plaques:

Dr. Levente GYENES, GOKM – Chairman of the Executive Committee received an IBSSA plaque and diploma stating his chairmanship position between 2003 – 2005.

Prof. George POPPER – President of IBSSA expressed his thanks to the host of the Congress for the continuous support and kind hospitality and gave commemorative IBSSA plaque, diploma and a beautiful wooden chess set to JUDr. PhDr. Alexandr CACH, PhD, KCM – “For His continuous outstanding service”.

The following members were awarded:

• Mr. Csaba KERTÉSZ (HUN) – Power Shield Ltd. “Security manager of the Year 2004”
• MICRORAAB Inc. “Technical equipment for security of the Year 2004”
• Mr. György B. RÓZSA (HUN) “Organiser of the Year 2004”
• Mr. Remo GRASSETTI (ITA) “Master Teacher of the Year 2004”

Mr. Ljubomir VRACAREVIC (SRB) was appointed Vice President of IBSSA International Sport Federation (ISF) in Aikido.

Dr. Rony KLUGER, KM (ISR) – General Secretary of IBSSA and Dean of International Budo Academy gave IBA Awards with diplomas to the following people:

After the Award Ceremony Dr. Rony KLUGER, KM (ISR) – General Secretary of IBSSA and Chairman of EQ Department provided information on the activities and work of Education and Qualification Department of IBSSA. He called the attention of the delegates again to keep the rules strictly and to initiate the orders, which were formerly discussed in numerous decisions. (Report is enclosed – ANNEX 10)

Dr. András CZAPÁRY (HUN) – Chairman of Technical Department of IBSSA and General Manager of Microraab Electronics Ltd. Co. reported briefly on the activities and newly elected officials of the department. (Report is enclosed – ANNEX 7)

Mr. Adam POPPER (HUN) – Secretary of Internet Department of IBSSA informed all present members about the followings:

• All IBSSA officials will receive “ibssa.org” e-mail address with their names
• New IBSSA Bank Account was opened in the USA in order to insure the payment with credit cards and online
• The IBSSA Homepage will be renewed soon in a different style

Dr. Frank PHILIPOOM (NED) – General Secretary of IBSSA ISF gave a brief report on the planned events and current activities of IBSSA Netherlands.

Mr. Remo GRASSETTI (ITA) – Regional Representative of IBSSA in Marche / ITALY and President of ACCADEMIA ITALIANA ISRAELI SYSTEM OF MILITARY SELF DEFENCE KRAV MAGA reported on the establishment of the Academy and also gave report on the planned work and activities of their group.

Mr. Vladimiras LISICYNAS (LIT) – Country Representative of IBSSA for Lithuania reported on the present situation of IBSSA in Lithuania. (Report is enclosed – ANNEX 15)

After the reports the Chairman asked one-minute silence to commemorate the deceased IBSSA members.

At the end Prof. José Manuel Costa da Veiga COSMELLI closed the Congress and expressed his special thanks to the Czech and the International Organising Committee members for the successful and great work.
