Minutes of the Board of Directors meeting of IBSSA 14 - 15th March 2003, Budapest / HUNGARY

The Executive President welcomed the Board members and gave a short report about last months activities, also reported about the very successful 5th International Bodyguard Ball and other events.

Prof. George POPPER considered the Bodyguard Ball very eventful and colourful, which was organised on the 8th February 2003 in Hotel Inter-Continental in Budapest / Hungary on an extremely high level of professionalism by Mr. György B. RÓZSA - Owner of R.B.Gy PR Agency. More than 220 participants from 10 countries of 3 continents - Austria, Australia, Canada, Czech Republic, Great Britain, Hungary, Romania, Slovenia, the USA and Yugoslavia - were present at this event. Beside all Hungarian IBSSA leaders and big company leaders many Hungarian and foreign high police officers (generals, colonels) - for example the Chief of the Hungarian Police Academy -, Chief instructors of Special Police Forces, leading international businessmen, security experts, famous actors and singers and also politicians honoured the ball.

There was a full 2-day meeting where all IBSSA and IBSSA ISF related questions were also discussed. During the event there were some meetings organised with other IBSSA officials like Dr. Vladimir VYSKOC the Slovakian representative of IBSSA and Dr. László BARÁTH Co-President of the Hungarian Section of IBSSA.

As a result of the long and very detailed meeting the following decisions were taken

  1. Membership fee payment is still not happening according the rules; therefore the Board decided that the rules would be implemented very strictly in the future. Any non paying member will lose after the first year all positions and qualifications (it means that all red and blue diploma holders will lose their Instructor, Bodyguard, etc. IBSSA qualifications), after not paying the second year membership fee they will be automatically excluded from IBSSA! The HQ will inform monthly the Board of Directors about the membership situation and cash flow of IBSSA.
  2. It was decided that the Board would first appoint coordinators to work in a country or region. The coordinator will become representative only after he brought in either 15 individual members or 10 individual members + 1 company. The Board of Directors has full right to appoint more than 1 coordinator or representative. Each coordinator or representative must sign the written agreement with the IBSSA HQ about the conditions of cooperation and relations. Such an agreement is already on the Internet but will be shortly revised by the Board. This agreement is stating clearly that determination of membership means, that the company or individual who lost the membership has no rights to use the IBSSA Logo, Trademark, name or any other references of IBSSA.
  3. Concerning IBSSA qualifications it was decided that
    1. at any IBSSA courses and seminars the participation diplomas (green) and IBSSA passports are available from the HQ Office.
    2. The qualification diplomas (blue) and Instructor qualification diplomas (red) will be numb ered, recorded and registered at the General Secretariat.
    3. Those qualification diplomas must be signed according to the Geneva Agreement of IBSSA by two members of the Education and Qualification Department.
    4. In case of difficulties concerning the 2 signatures the Board of Directors will empower the EQ Department to find the solution by delegating a person in charge.
    5. All IBSSA qualification holders must become a member of IBSSA.
    6. Those qualified members will be listed and published regularly by IBSSA media and the Internet.
    7. All courses and seminars must be registered in advance at the General Secretary. The registration fee is still 100.- USD. After the registration of the course a certificate will be issued declaring that the course is officially recognised by IBSSA.
  4. Next congress
    1. Due to the difficult situation in the Middle East many members proposed to postpone the planned IBSSA Congress in Hurghada / EGYPT. Professor BERTOLETTI reported that he had several meetings with Mr. Karim GARRANAH- IBSSA representative in Egypt, who is in the position to guarantee excellent conditions at Hurghada. The Board of Directors decided that due to the critical war situation in the region they will propose Egypt to held the 2004 year congress in Hurghada.
    2. The next congress probably will be held at Cuba - November 2003, but it needs final confirmation and hard preparatory work. - if the final decision will be Cuba, IBSSA will prepare a usual 3 days program + another 3 days course or tourist program because majority of the participants will stay one week.
  5. The date of the 3rd IBSSA World Martial Arts Festival must be the first weekend in December 2003. Place of the event is still open.
  6. The II. “SEC-tember” - IBSSA International Special Security Training Course will be organised between 10 – 14 September 2003 in Budapest / HUNGARY. It will be the main training camp of the year. Mr. Roberto GOBBI (ITA) is in charge of the thematic and detailed program of the training.
    Participation fee: $ 450.- / person
    If anyone brings 9 people with him, he will be entitled to attend the course free of charge. The Board of Directors agreed and unanimously adopted, that from 1st August until the 31st October this is the single official training course of the Association in Middle-East Europe and no other training course can be organised with the approval of IBSSA!
  7. It was decided that Board of Directors meetings must be held every second month. The next meeting will be in May 2003 in Belfast / NORTHERN IRELAND.
  8. Members of Board of Directors agreed to share work and responsibility
    1. President
      1. international relations, diplomacy, represent IBSSA, cooperation with other organisations, build the structure of IBSSA
    2. 1st Vice President
      1. PR, media, education and President of the IBSSA ISF
    3. General Secretary
      1. education and qualification, Dean of IBA, IBSSA qualifications official record keeping office (IBSSA official registrar) and communicate members.
    4. 2nd Vice President
      1. contacts with other law enforcement organisations (police, DEA, FBI, etc.)
  9. Based on the agreement signed in 2001 between IBSSA and IBA, in which IBSSA recognised IBA not only for martial arts but for security sciences as well - IBA is starting a security faculty where "BA", "MA" and "Ph.D." can be received.
  10. It was decided that all high-level IBSSA courses must include protocol in the training program.
  11. The Board discussed the financial situation and the necessity to activate the Fund Raising Department of IBSSA and find new income sources as sponsors, advertisements, etc.
  12. It was decided to publish a small IBSSA introductory brochure. Who we are? What we are doing? Members, leadership, etc. Prof. BERTOLETTI with the General Secretary will prepare a draft.
  13. IBSSA Homepage on the Internet will be updated every second week. All documents will be circulated among the Board members, and final approval for publicising them in the media or Internet must be given by the 1st Vice President.
  14. The proposal of Mr. Bogdan VUKOSAVLJEVIC concerning to establish with the involvement of IBSSA member companies a new IBSSA Agency the Board decided that it is no need for such actions on 2 different reasons:
    1. it will create high expense for those who join, but IBSSA can solve the problem on a far better way.
    2. not to create confusions concerning the rules to use IBSSA Logo, Trademark, etc.
  15. To solve the situation in point 14 the following was decided
    1. IBSSA will publish an IBSSA International reference list.
    2. In this list all corporate members will be listed with all their references. (No extra fee)
    3. IBSSA will prepare the layout and give it to the corporate members free, they can print it in any language unlimited copy and on the front page on one side they can put their own Logo, name and address, on the other side of course there will be IBSSA Logo and addresses. This publication will be updated yearly and this service is available only for corporate members!
    4. All IBSSA corporate members must send their reference list till end of May to the HQ. The secretariat will send a separate mail out to ask for this information. During June - July the design and layout will be finished. The international reference list can be printed in September 2003.
  16. The Board decided that the HQ must check all cooperation agreements with associated members. If necessary those agreements must be updated and if not confidential, then to include them to IBSSA Homepage.
