Minutes of the IBSSA Board of Directors meeting 21st February 2004, Budapest / HUNGARY

On the occasion of the 6th IBSSA International Bodyguard Ball the IBSSA Board of Directors held an extended meeting to discuss the most important matters concerning IBSSA and IBSSA ISF. The Chairman of the IBSSA Executive Committee - Dr. Levente GYENES welcomed the Board members, he officially opened the meeting and gave a short report about the successful Bodyguard Ball, which was organised the previous day. Dr. Levente GYENES also stated, that the preparation of the next IBSSA Congress is the most important task of the IBSSA leaders now, because there are more applicants for the organisation.

Prof. George POPPER - President of IBSSA stated, that everybody is well informed about the topics of today Agenda, so it is enough to touch the points only briefly. The President reported shortly about the 9th Congress of IBSSA and declared that all administrative formalities has been finished, Minutes, Report and all annexes of the Congress were published in the official magazines and can be found on the Internet.

After the Congress there were 2 main events

  1. The successful and colourful International Bodyguard Ball, which was organised on the 20th February 2004 at Hotel Marriott in Budapest / Hungary on an extremely high level of professionalism. More than 170 participants from 12 countries of 4 continents - Australia, Canada, Great Britain, Hungary, Israel, Italy, Romania, Sao Tome and Principe, Scotland, Slovak Republic, Switzerland and the USA - were present at this event. Beside all Hungarian IBSSA leaders and big company leaders many Hungarian and foreign high police officers (generals, colonels), Chief instructors of Special Police Forces, leading international businessmen, security experts and famous artists - like David MERLINI -honoured the ball.
  2. The 2nd International Conference of WAAF (World Anticriminal and Antiterrorist Forum) with the title "The World Community against the Globalisation of Crime and Terrorism" was held between 20 - 21 January 2004 in Moscow / Russia. Over 400 participants attended this high-level event. It was anticipated that most significant and crucial issues related to consolidation of efforts in combating crime and terrorism were discussed at the Conference. The event was supported by President Putyin and led by Marshall Anatoly S. KULIKOV - Chairman of the Board of the WAAF, Deputy of the State Duma of the Russian Federation. Dr. Rony KLUGER - General Secretary and Vice President of IBSSA represented our association at the Conference and he had the possibility to meet the Russian leaders of IBSSA in Moscow, especially Mr. Victor PETOUKHOV (RUS) - International Coordinator of IBSSA for CIS.

Dr. Constantin BUZATU - 1st Vice Chairman of the Executive Committee, Country Representative of IBSSA for Romania visited Moscow at the end of January 2004. He had important meetings during the 3rd International Conference on Security. There was a security exhibition on the second day of the conference as well. The Board discussed and agreed the dates and subjects of all the forthcoming events of IBSSA

20 - 26 May 2004 OPEN Board Meeting with training seminars and diving course in Hurghada / EGYPT There are some very important questions in connection with the 10th Congress of IBSSA, which have to be answered during the OPEN Board Meeting. The Board of Directors will decide during the meeting whether to organise the 10th Congress of IBSSA in Hurghada / EGYPT in November 2004 or in Ljubljana / SLOVENIA in March 2005. 1st question: Is Mr. Karim GARRANAH (EGY) - Country Representative of IBSSA for Egypt ready to guarantee those conditions (security, prices, etc.) during the Congress, which are stated in the Rules of Organising IBSSA events and can be found on the Internet? 2nd question: If he can guarantee these things - Who will be in charge with organising the courses and seminars? 3rd question: at the latest in May the Board have to make the decision and choose: Egypt or Slovenia?

21 - 26 September 2004 III. "SEC-tember" International Special Security Training Course in Budapest / HUNGARY As the date of the IPSP Conference and the III. SEC-tember course interfere with each other the organisers of the training course try to leave over the event with one week.

25 - 26 September 2004 XII Conference on Security of the Mediterranean organised by IPSP (International Parliament for Safety and Peace) in Palermo / ITALY Prof. Giacomo S. BERTOLETTI, KCM (ITA) - Country Representative of IBSSA for Italy will represent the association on this occasion.

27 September 2004 2nd WBGL Balkan Tour in Sibrice / ROMANIA The World Bodyguard League Balkan Tour 2003 took place in Chisinau, from 9th to 12th October, under the patronage of Mr. Vasile TARLEV - Prime Minister of the Republic of Moldavia and the President of the National Bodyguard Association of Russia, Mr. Dmitry N. FONAREFF. Dr. Constantin BUZATU gave a brief report on the event and admitted, that the next Balkan Tour will be organised in September 2004 in Sibrice / ROMANIA. The name of the event will be: "DRACULA" and the organisers are IBSSA Romania and the IBSSA International Organising Committee. As high government and police officers from numerous countries will attend the event, the presence of the IBSSA President will be very important. Information about the event will be available soon.

The following topics were discussed and important decisions were taken:

  1. Prof. Giacomo Spartaco BERTOLETTI - Country Representative of IBSSA for Italy was appointed International Coordinator of IBSSA for the Gulf Region. The Board informed him, that IBSSA already has a Country Representative in IRAQ- Sheikh Semir Sabih Khelil AL-DULAIMI (IRQ) and an International Coordinator - Mr. John DORA, KM (GBR) who has contacts in numerous countries in the region.
  2. IBSSA has many Instructors in different countries and fields. The rules are strict and clear, what all Instructors have to keep. Dr. Rony KLUGER - General Secretary of IBSSA and Chairman of Education and Qualification Department will write and send a letter to the Instructors to make the official registration.
  3. If someone would like to organise an IBSSA training course or seminar, it must be coordinated in all cases by Dr. Rony KLUGER.
  4. IBSSA International Sport Federation (ISF) is active now. There is an easy registration procedure with low fees and the members will receive IBSSA ISF diploma and ID-card. IBSSA ISF has different departments as well.
  5. International Budo Academy (IBA) was received official recognition by the Israeli Government. From now on IBA is listed among the universities of Israel. However IBA is the official Academy of IBSSA with numerous faculties such as security sciences.
  6. Hungary has also a physically working, active and recognised academy, the International Crime Prevention Institute and Academy (ICPIA), which has close cooperation with PRO-DEO University - seated in New York - and with the Hungarian Police Academy. IBSSA has very high-level education in ICPIA, IBA and at the Israeli College for Security and Investigation (ICSI). It is remarkable that all academies of IBSSA have close cooperation to each other.
  7. IBSSA has already signed 3 main cooperation with officially recognised, government-backed associations in Russia:
    1. WAAF (World Anticriminal and Antiterrorist Forum)
    2. BWSA (Business World and Security Alliance)
    3. National Bodyguard Association of Russia - Mr. Dmitry N. FONAREFF
  8. Prof. George POPPER congratulated officially to Dr. Constantin BUZATU for the great results in Romania, especially for the Protocol on Cooperation, which was signed between IBSSA Romania and the Romanian Police Department.
  9. IBSSA Czech Republic (CZ) will organise numerous programs in 2004. Information on the events will be available soon.
  10. Mr. Dusko RADONJIC (YUG) - Honorary Member of IBSSA and his security company will open an official IBSSA Office in Beograd / YUGOSLAVIA and will start its activities. Dr. Marko NICOVIC will supervise this office together with Mr. Ljubomir VRACAREVIC (SRB) - Master Teacher of IBSSA. The President of IBSSA and the 1st Vice Chairman of the Executive Committee will be present at the Opening Ceremony of the IBSSA Office in Beograd.

Closing the meeting Dr. Rony KLUGER emphasized the importance of IBSSA as being a professional and family team. All members have to be loyal and should have the ability to work together, help and support each other, because it is our common interest to do so. Membership is not compulsory, but in case someone joined IBSSA, he should not do outside work! Prof. George POPPER expressed his thanks to the present leaders for their active work and officially closed the meeting.
