On the occasion of the 156th Anniversary of the Hungarian Revolution in 1848 an official commission and advancement ceremony took place on the 12th March 2004 on board of the so-called "Civil Guard boat". General András DOHÁNY - Commander of the Hungarian Civil Guard, according to the mutual cooperation between the Hungarian Section of IBSSA and the Hungarian Civil Guard, promoted and nominated the following IBSSA officials:

1. Prof. George POPPER, GCKM - President of IBSSA was appointed to International Counsellor to the Chief Commander of the Hungarian Civil Guard.
2. Dr. Levente GYENES, GOKM - Chairman of the Executive Committee of IBSSA, International Coordinator of IBSSA for Europe, Chief of the International Rescue Team of the Federation of Autonomous Priories of the Sovereign Order of St. John of Jerusalem, Knights of Malta, was promoted to civil guard brigadier general, and was appointed Disaster Recovery Advisor of the Hungarian Civil Guard.
3. Dr. Tamás PATAI - member of IBSSA got promotion to civil guard brigadier general, and was appointed Security Policy Advisor of the Hungarian Civil Guard.
4. Dr. Joseph POLYÁK - Honorary Founding Member of IBSSA was promoted to civil guard brigadier general, and was appointed Security Advisor of the Hungarian Civil Guard.
5. Dr. István NÉMETH - Chairman of Business Security Department of IBSSA was promoted to civil guard brigadier general, and was appointed Security Control Advisor of the Hungarian Civil Guard.
6. Mr. Róbert HORVÁTH - member of IBSSA was promoted to civil guard colonel and was appointed Security Advisor of the Hungarian Civil Guard.
