Report on the XI. “SEC-tember” IBSSA International Special Security Training Seminar


“Unos pro omnibus, omnes pro uno!”

The XI. “SEC-tember” – the best and the most successful professional event of IBSSA – took place this year between 22 – 27 October 2012 in Budapest, Hungary.

In accordance with the previous years' traditions the Adyliget Law Enforcement College and the Educational, Training and Science Organisational Directorate of the Ministry of the Interior hosted and supported the 11th international special security training seminar of IBSSA. The “SEC-tember” event was held this year in honour of Sir John Dora – commemorating on his extraordinary and professional walk of life in the field of security.

While looking through the applications it was clear that the group – arriving in Budapest for the traditional special security training – would be a special one.

Many of the applicants are themselves instructors in their home countries, yet still they felt it was important to participate as students in the international training seminar in order to improve their knowledge through various professional trainings.

As Chairman of the Organising Committee for the 11th time, Miss Erika MACSÁRI – Chief of the Central Administration Office of IBSSA, took her usual place at the “SEC-tember” event by welcoming all participants, VIP guests and Master Teachers, Instructors.
The following attendants arrived to the Opening Ceremony on the 22nd October 2012:
  • Hungarian Police Officers from the Law Enforcement Academy
  • Italian Police Officer (Carabinieri)
  • Latvian Armed Forces / Military Police
  • Slovakian participant - former member of the French Foreign Legion
  • Security Directors, Security Officers, CPOs, Chemical Technicians ... from all over the world

Precisely 32 students (mostly IBSSA members) from 10 countries registered to the training course and the number of foreign participants was outstanding, again! The following nationalities were among the International audience: Bosnian, Belgian, Greek, Italian, Dutch, Latvian, Romanian, Slovak, Turkish, and not to forget the hosts, the Hungarians. All different nationalities, but only one language that of the professional bodyguard.

Of course, the names of the Master Teachers, Instructors and Police Officers were a guarantee for the expected high quality training, as the beginners and advanced level participants could learn by close observation from such internationally recognized masters, as:

  • Mr. Tony SCHIENA (USA) - Master Teacher of Self Defence, unarmed defensive tactics and SERE
  • Mr. Karl DELAGUERRA (USA) – PPS, CLSS – International Bodyguard, ex-SWAT, Master Teacher of VIP Protection
  • Mr. Zsolt PIPICZ (Hungary) – Teacher of Executive Protection, professional VIP protection trainer, who prepared and conducted the practical training for the advanced teams
  • Mr. Attila KŐVÁGÓ police ensign / 2nd lieutenant (Hungary) – Police Shooting instructor of the Csongrád County Police, Master Teacher of Combat Shooting
  • Mr. Gyula SIRA (Hungary) – Master Teacher of Shooting
  • Mr. Frank PHILIPOOM (Netherlands) – Master Teacher of Self Defence
  • Mr. Attila KOTLÁR (Hungary) – Assistant Instructor of Escorting, trainer of security self-defence
  • Mr. Zoltán CHIKÁN-SONNE (Hungary) – retired explosives technician, Instructor of Bomb-disposal techniques and explosive devices (IED)
  • Mr. András STEFÁN (UK) – Master Teacher of First Aid
  • Mr. István CSERNÁK (Hungary) – Instructor of Executive Protection – tactical training
  • Mr. János HÜLBER (Austria) – Senior Instructor of Combat Shooting and Self Defence

 

 

On the 22nd October during the official opening ceremony the President of IBSSA, Prof. George POPPER welcomed the training participants, introduced the international teaching staff, and then specially welcomed our honorary guest:

  • Mr. Sándor POVÁZSAI police lieutenant-colonel, Chief of the Law Enforcement Department of the Department of Law Enforcement Administration, Police Directorate of the National Police Headquarters, who was present as representative of Dr. József HATALA police lieutenant-general, Chief Commissioner of the Hungarian Police, Main Patron

The IBSSA President explained that the training could not have taken place without the selfless and continuous support of some active IBSSA members, nor the assistance of the Educational, Training and Science Organisational Directorate of the Ministry of the Interior, that have been in close cooperation with IBSSA for many years now!

The organizers of the 11th “SEC-tember” set-up such a special program this year for the purpose of ensuring the highest education for the experts working in security that – besides the overall executive protection, risk analysis, escorting techniques, IED, practical shooting, first aid and security self-defence for beginners – they placed emphasis on live practices for security assignment for the professional team and also focused on communication and on unarmed defensive tactics with elements of SERE - escape and evasion. The Master Teachers were specially motivated by the high level of students, in which for example the Latvian Presidential Guard, or high-ranking police officers from Italy and Hungary were represented.

The Shooting Instructors of the 11th “SEC-tember” organised the 2nd “István MACSÁRI, ret. police colonel” Memorial Shooting Championships, which took place on Friday, the 26th of October. Mr. István MACSÁRI – ret. police colonel, who was the Deputy Director of the Law Enforcement Executive Training Institute of the Ministry of the Interior, and also Patronising Member of the IBSSA since its establishment (always supporting and assisting our SEC-tember trainings and other IBSSA events), passed away unexpectedly on the 23rd October 2010, at the age of 61.

With this Shooting Cup – which is organised every year since 2011 – the instructors, colleagues and friends wished to commemorate his admirable personalty, his professional calling and expertise, and also his privileged friendship and brotherliness.

  • 2nd place: Mr. Edgars ZAKENS (Latvia)
  • 3rd place: Mr. Róbert ANDRÁS (Romania)

    

The “SEC-tember” training seminar allows for individual members of IBSSA, who are senior candidates to evolve as well. On Friday afternoon (26th October) numerous students had the opportunity to test themselves, their knowledge and skills to achieve a professional IBSSA qualification and recognition in their specialization. Challenging and mostly a moment of realization during the instructor exams in front of the expert jury – the members of the IBSSA Education and Qualification Department with the leadership of Dr. Rony KLUGER – General Secretary of IBSSA, Chairman of the EQ Department.

On the 27th October 2012 at 11 AM all the hard effort of both students and teachers were brought to an end during the official closing reception, the Saturday Gala Banquet at the Petneházy Country Club with the formal diploma award ceremony.
Before distributing the official IBSSA diplomas to the participants, Prof. George POPPER – President of IBSSA, Lieutenant General and Prime Minister of the Sovereign Order of Saint John of Jerusalem, Knights of Malta, Federation of the Autonomous Priories (KMFAP) used the opportunity to hand over the following certificates upon request of HEH José, Prince – Grand Master of KMFAP:
Sir Frank PHILIPOOM, KM, KC – Director of Femeraid International-Netherlands Unit received the “Medal of Honour for Humanitarian Services”
Sir Karl DelaGuerra KC – Bailiff of North Carolina – was appointed as “Coordinator of FEMERAID International in the United States of America”

Then the IBSSA Certificates of Membership and ID-cards with leather holders were handed over to the following new members of the association:

  • Col. Louis DE LEON (USA) – received Honorary Membership
  • Mr. Süleyman AKTAS (Turkey / Netherlands)
  • Mr. Jafeth Ismael ELAND (Netherlands)
  • Mr. Richard ZVOLÁNEK (Slovakia)

After all this Prof. George POPPER – President of IBSSA and Dr. Rony KLUGER (ISR) – General Secretary of IBSSA handed over the IBSSA Certificates of Participation to all the attendees of the training course.

Then the President of IBSSA announced the next program – the Award Ceremony, when according to “SEC-tember” tradition people with exceptional skills or demonstrated expertise are remunerated with the official IBSSA awards of the training.

  • BEST FIGHTER of XI. SEC-tember: Mr. Goran KNEZEVIC (Bosnia-Herzegovina)

 

 

The event was graced with the presence of Mr. Ernő KRAUZER police lieutenant-colonel, Deputy-Director of Education at the Educational, Training and Science Organisational Directorate of the Ministry of the Interior, and Mr. László TÍMÁR – Chairman of the IBSSA Vehicle Protection Department, who all received the IBSSA plaque – expressing our thanks and recognition for their continuous support and kind assistance throughout the years.
